How to Create a Windows 10 Non-Family User Without Parental Controls

The primary way to create a new user in Windows 10 is through the Accounts option in the new settings interface available from Start - Settings. In the specified settings item, open the "Family and other users" section.

To create a new non-family user without parental controls, follow these steps:

  1. Go to settings and select "Account"
  2. In the Other Users section, click Add a user to this computer

By default, the new user has "regular user" rights. If you want to make him an administrator of the computer, follow these steps (you must also be an administrator for this):

  1. Go to Settings - Accounts - Family & other users.
  2. In the "Other Users" section, click on the user you want to make an administrator and the "Change Account Type" button
  3. Select "Administrator" from the list and click OK.
